The Beijing Foreign Affairs Office has recently established a comprehensive, multi-scenario consular protection service system. In response to the year-end increase in cross-border activities among Beijing-based enterprises and the rising number of citizens traveling abroad, the Office now delivers targeted consular protection services to key locations such as the Exit-Entry Administration Reception Hall, enterprises, and airports. This ensures coverage for every stage of an international journey, safeguarding enterprises and individuals as they go global.
Proactive Measures to Enhance Safety Awareness
As the primary venue where Beijing residents apply for, renew, or replace their private passports, the Exit-Entry Administration Reception Hall of Beijing Municipal Public Security Bureau is often the first gateway for them to head abroad. Since November 16, the hall has featured a dedicated consular protection information zone. Through visual displays and handbooks, the zone disseminates knowledge of consular services and overseas risk prevention to the public. Visitors can also pick up a consular protection handbook on-site, equipping themselves with essential safety know-how before embarking on their journeys.

Targeted Consular Protection Services for Enterprises
Tailored consular protection services are provided to enterprises based on their specific overseas operations, travel frequency, and destinations. On October 31, a session was held at Xiaomi Corporation, training nearly 300 employees on topics such as overseas travel safety and emergency response. This was followed by a briefing session on November 14 for over 60 enterprises based in Shijingshan District, such as China Railway Construction Group Co., Ltd. and the Future Science Fiction Industry Development Center. This program provided systematic, practical guidance on overseas risk assessment and rights protection, helping these companies enhance their capabilities in preventing and responding to overseas risks.

Multi-Stakeholder Partnership for Overseas Safety
On November 6, in partnership with the Beijing Branch of China Southern Airlines, the Beijing Foreign Affairs Office launched an initiative, “Consular Protection Service at the Airport”. It included specialized training for crew members on safety protocols during overseas postings and emergency response for passengers abroad. Additionally, information kits were distributed at the airline’s international VIP lounges and information counters, providing practical resources including contact details for Chinese embassies and consulates and destination-specific risk alerts. This initiative extends consular protection services to cover the final stage before departure.

Going forward, the Beijing Foreign Affairs Office will continue to uphold the principle of “foreign affairs for the people”, while exploring new approaches and broadening channels for consular protection publicity.
