Consular protection ensures safe study abroad. Since June of this year, the Beijing Foreign Affairs Office has hosted the “safe study abroad” series of activities to further implement the Regulation of the People’s Republic of China on Consular Protection and Assistance, aiming to help students about to study abroad enhance their overseas safety awareness and risk prevention abilities. These activities have attracted a total of over 700,000 online and offline participants. Beijing Municipal Education Commission and the Anti-Fraud Center of the Criminal Investigation Division of Beijing Municipal Public Security Bureau also engaged in the activities.
Tiered Courses to Target Specific Needs
Based on the distinct age characteristics and study abroad destinations of college and middle school students, customized safety courses were developed by the Beijing Foreign Affairs Office to help participants foster the awareness that “individuals bear primary responsibility for their own overseas safety” and strengthen capabilities in risk assessment and emergency response. In addition, experts from the Anti-Fraud Center of the Criminal Investigation Division of Beijing Municipal Public Security Bureau educated the parents of students studying abroad on scams such as “virtual kidnapping” and “fake embassy”, equipping them with the knowledge to identify and guard against such fraud.

Scenario-Based Practices Enabling Skill Mastery
Beyond delivering overseas risk prevention knowledge, overseas security experts also guided participants through simulated risk scenarios, including campus shooting, close-quarter threats, crowd crushes, and campus bullying. They provided tactical guidance on utilizing building structures and everyday objects for evasion and self-protection. This immersive training enhanced participants’ capabilities in risk response.

Converged Media Coordination Amplifies Audience Coverage
To respond to the needs of outbound Chinese students and their parents, the initiative leveraged Beijing Radio & Television Station’s professional studios to produce the “safe study abroad” multi-platform livestream series. These sessions reached Chinese students in the UK, U.S., Australia and beyond, enabling access to consular protection knowledge from both home and abroad, with peak viewership reaching 332,000 at its height.

Moving forward, Beijing Foreign Affairs Office will fully leverage the achievements of the systematic promotion and education on consular protection. It will continue carrying out preventive consular protection promotion and education activities, disseminate the concept of overseas safety, and ensure “safe study abroad”.
